The specific objectives of the Centre are:
1. To identify the needs and requirements of “digitally impoverished” communities which
are to be addressed with the application of ICT.
2. To carry out applied research and development in ICT specifically tailored to address
the requirements identified. Initial focus of these activities will be Internet

3. To investigate existing ICT solutions with a view to possible adaptation, customization
and/or localization as the case may be for addressing such requirements.
4. To pilot test the solutions developed at the Centre in selected areas and critically
gauge the effectiveness and impact of these solutions.
5. To establish and support mechanisms for information dissemination on ICT based
developments.
6. To design and deliver specialized training programmes in the use of ICT solutions
developed at the Centre, of relevance to India and its neighbors.

E-government in India: Opportunities and challenges

E-governance is the use of information technology to deliver public services in
a much more convenient, people-oriented, cost-effective, and altogether different and
better way. It affects an administrative body’s dealings with citizens, businesses, and
other public agencies as well as its internal business processes and employees...

challenges:
  • making a policy choice in favour of computerization to overcome radically the even if
    it requires huge investments for the purchase of hardware and software;
  • establishing complete connectivity between various ministries and departments so that
transfer of files and papers could be done through Internet thereby choosing
efficacious speed as an alternative to manual labour.
  • changing the mindset of the government employees who are used to working only in
    the manual mode.

Is it possible to overcome these problems using advanced technologies.........................
